CRISIS MANAGEMENT IN BUREAUCRATIC SYSTEMS: ANALYZING PUBLIC SECTOR READINESS AND RESILIENCE

Abstract

This article analyzes crisis management in the bureaucratic system, focusing on the readiness and resilience of public sector organizations in Thailand in situations that are dynamic and unpredictable. Public sector organizations play an important role in preventing and recovering from the impacts of crises, such as disease outbreaks, natural disasters, and economic crises. However, the bureaucratic system continues to face several challenges, including the complexity of bureaucratic procedures and the lack of integrated data coordination, which result in subsequent adverse impacts.

The article presents approaches to crisis management through an analysis of conceptual frameworks such as SWOT Analysis and the Adaptive Capacity Framework. The results of the analysis indicate that the readiness and resilience of public sector organizations depend on key factors, including the development of personnel skills, resource management, and the use of digital technology. Examples from case studies in Thailand, such as the 2011 flood management and the control of the COVID-19 pandemic, demonstrate both the strengths and limitations of the bureaucratic system. Key recommendations for the future include the development of comprehensive crisis management plans, strengthening organizational resilience through the use of technology and the creation of collaboration among various sectors, as well as fostering an organizational culture that is prepared for change. In addition, building international networks and adopting advanced technologies to enhance the accuracy and speed of crisis response are also important approaches. This article concludes that crisis management in the bureaucratic system must be carried out systematically, encompassing both short-term response and long-term recovery, in order to prepare for a wide range of challenges in the future.
