TRANSFORMING THAI LOCALITY: CITIZENS AND PUBLIC ADMINISTRATION

Abstract

This academic article examined the transformation of Thai localities through decentralization and local administration, drawing on the concept of comparative public administration. Decentralization is a key mechanism for strengthening democracy and increasing the efficiency of public administration. However, in the Thai context, challenges remain, including inadequate personnel, budget, and infrastructure, as well as corruption and incomplete public participation. The concept of citizen public administration has become crucial, emphasizing the need for citizen participation in determining the direction, monitoring the performance of government agencies, and strengthening local self-reliance. This article analyzed how applying this concept can mitigate the negative impacts of decentralization and promote sustainable development at the local level. It also examined the role of local administrative organizations as a mechanism for fostering public participation and fostering good governance. This study presented an overview of decentralization and local administration in Thailand, including both positive and negative impacts. It also examined the role of citizens in public administration in addressing these issues and promoting the development of grassroots democracy, ultimately contributing to the sustainable transformation of Thai localities.
