THE MANAGERIAL CAPABILITIES OF LOCAL GOVERNMENT ORGANIZATIONS

This academic article focuses on analyzing the potential and capabilities of local administrative organizations to respond to the complex dynamics of change in the modern era. It highlights the root causes limiting local capabilities, including overlapping structural authority, budgetary constraints, and a shortage of personnel with specialized skills in managing modern innovations. Amidst the digital transformation and the aging society, which pressure organizations to adapt rapidly, key approaches to enhancing capabilities include shifting the working paradigm towards becoming a leading public sector entity. This emphasizes big data-driven management for accurate strategic decision-making, integrating digital technology to create seamless public service delivery, and developing human capital with 21st-century skills. Furthermore, it highlights the necessity of building network leadership to foster collaboration between the government, private sector, and civil society – a crucial mechanism for attracting external resources to strengthen public service management. The knowledge gained reflects that high managerial competence not only impacts internal organizational efficiency but is also a decisive factor in citizen satisfaction, reducing inequality at the local level, and achieving greater fiscal self-sufficiency.
