Abstract

This academic article analyzes the link between digital leadership and the ability to shape and drive public policy amidst highly volatile globalization. Digital leadership is key to shifting the paradigm of local administration from command-based decision-making to innovation, leveraging technology to drive policy capabilities in three dimensions: using big data for decision-making, building collaborative networks through platforms, and designing citizen-centric policies. The goal is to create smart local administrative organizations that reduce inequality and are resilient to global crises. This transformation requires a change in personnel attitudes coupled with the creation of an integrated work ecosystem. This ensures that decentralization and policy capacity building go beyond mere technical skills training, leading to the sustainable development of smart local administrative organizations that can respond to digital citizens. Policy recommendations focus on developing personnel with a change-aware mindset and building a collaborative ecosystem across all sectors to maximize the effectiveness of decentralization in the digital economy and society.
