ONLINE GAMBLING: A SOCIAL PROBLEM AND POLICY PROPOSALS

Abstract

This academic article aimed to study online gambling as a social problem, for which law enforcement alone is insufficient. This can also lead to long-term social consequences, pushing offenders into the underground market, stigmatizing those with problems, and the lack of concrete remedies. As a result, many countries are adjusting their policy frameworks. Viewing online gambling not as a moral failure of individuals, but rather as a result of an environment conducive to risky behavior, 24 hours accessibility, is a viable option. The design of platforms that encourage continued play, and the use of persuasive advertising. Policy recommendations for addressing online gambling problems is offered by drawing lessons from other countries and adapted them into measures that can be practically implemented within the social, economic, and state structure of Thailand. Effectively managing online gambling problems requires concrete policies that are practically implemented, with indicators, evaluation, and monitoring of results, as well as reviews and adjustments to keep pace with rapidly changing circumstances. This includes 1. Legal policies, 2. control and regulatory policies, 3. policies for preventing gambling problems, and 4. policies for treating and rehabilitating those affected. Furthermore, the policy should be integrated, linking legal frameworks, control, prevention, treatment, and rehabilitation. Therefore, addressing the problem systematically requires policies that prioritize public protection and minimize long-term social impacts, shifting from repression to education and providing accurate information. This approach will help prevent and resolve online gambling problems sustainably.
