Developing and strengthening the potential of human resources is an important issue that the government is accelerating. The government established strategies and policies for human resource development by emphasizing the development of human resources to have high potential. Therefore, government-promoting education develops learning and enhances physical health. Driving the policy in the implementation process requires effective human resource development, designed according to training, education, and development integrated with the 4 principles of Bhavana: physical development, discipline development, emotional development, and knowledge development. Applying guidelines for human resource development according to the principles of human resource development and the 4 principles of Bhavana will support the government to set policies to develop and strengthen human resource potential effectively.
