TEACHER COMPETENCY DEVELOPMENT FOR SUSTAINABLE SUCCESS
Keywords:

Rapid social, technological, and global changes require educational systems to equip learners with essential twenty-first-century skills, particularly critical thinking, problem-solving, and lifelong learning. In this context, teachers play a vital role as learning designers and agents of educational change. Therefore, teacher competency development has become a key mechanism for improving teaching quality and achieving sustainable educational outcomes. This academic article analyzes and synthesizes concepts, theories, and related research on teacher competency, professional development, and educational administration. The study employs document analysis and knowledge synthesis based on theories of educational administration, human resource development, and learning organization. The findings indicate that teacher competency development should be implemented through systemic mechanisms that integrate professional development with school management and student learning outcomes at individual, team, and organizational levels. Five key mechanisms were identified: (1) the Performance Agreement (PA) system, (2) educational leadership, (3) professional learning communities (PLC), (4) innovative human resource management, and (5) reflective practice. Based on these findings, the study proposes the Sustainable Teacher Competency Development Model, which explains the relationships among organizational mechanisms through a system linking inputs, processes, outputs, and feedback to support sustainable educational improvement.
